Forest Maps

Forest Maps represent a preparatory stage for the development of the National Cadastre and are compiled by the Hellenic Cadastre Authority (KTIMATOLOGIO S.A.). Their primary objective is to definitively classify forest and woodland areas in Greece, as defined by Forest Law, separating them from land areas with established private ownership.
The posting of Forest Maps is conducted electronically on a dedicated government portal, with a specific period allotted for filing objections—60 calendar days for residents of Greece, and 80 days for those residing abroad. Objections are submitted exclusively online through the same platform.

Any natural or legal person with a legitimate interest may file an objection against the forest classification of a land parcel, which may pertain to both the mapping itself and its impact on the ownership status of the area. However, under Greek jurisprudence, a parcel classified as forest may directly affect property rights and land usability.

To support an objection, the claimant must submit: a) A certified Topographic Diagram in HGRS87, b) Supporting legal documentation proving ownership (title deeds, contracts, etc.), c) A detailed statement of grounds for the objection, d) Optionally, a technical expert report in cases requiring further justification.

Once the objection period closes and all cases are reviewed, the Forest Map is ratified and becomes legally binding. Any future objection must refer to verified forest classification, and appeals are only admissible through administrative or judicial procedures.

mtopo.gr, with access to historical orthophotos and aerial imagery (1945–2007), offers specialized services in forest status verification, including: Compilation of georeferenced topographic diagrams (HGRS87), Analytical legal and technical documentation supporting agricultural use, Submission of technical expert opinions to the Objections Committees when required.
